Ishtar is a goddess with an attiude that no one appreciates. She goes to the underworld for an unknown reason. She gets naked just to get in the underworld, only to die. He own husband was placed in her stead so that she could continue her life of "divine privlege".
Ishtar died alone and naked, and she was resurrected only to continue her life of abuse of her power. For this reason, I believe that she is spiteful and unforgiving. Her husband payed her toll, but she did not seem to regret it.
Ishtar tattled on Gilgamesh when he forced the depressing truth upon her. She was a pain and no one would appreciate it.
